GB9 Tour - Dress code

On the webpage about the "dress code" it states that players must adhere to the dress code at all times during the tournament - does this include "out of playing hours" too ie. around the Hotel/Venue when not playing,arriving,dining etc ?...or do the dress code rules only apply to matches ?.........
